Chemicals assessment: the EU brings its reform to life

On 12 December 2025, the European Commission published two regulations and a directive in the Official Journal, which are set to come into force on 1 January 2026. This publication marks a significant step forward in the "One Substance, One Assessment" reform launched in 2023, which aims to simplify and streamline chemical assessments to provide consistent and shared information across the continent. Regulation (EU) 2025/2455 establishes a common data platform, facilitating access to information and enabling the monitoring and anticipation of chemical risks. Regulation (EU) 2025/2457 reassigns scientific and technical tasks and strengthens cooperation between the main European agencies. Finally, Directive (EU) 2025/2456, applicable from 13 August 2027, provides for the transfer of certain technical tasks to ECHA (European Chemicals Agency).
