Cosmed unpacks the PPWR

The industry association has made a cosmetic packaging handbook available to its members and subscribers to its regulatory monitoring service. The document sets out obligations under the European Packaging and Packaging Waste Regulation by packaging category and deadline, through to 2040. It covers empty-space reduction, labelling, recyclability and recycled content, with guidance for regulatory, R&D, purchasing and packaging teams. The aim is to help companies anticipate changes to material choices, manufacturing processes and supplier relationships from the design stage. A roundtable at the association’s regulatory congress on 9–10 March 2027 will build on this work, examining the data companies need to collect and their early experiences of implementation.
