"Yes, but…" to the Omnibus proposal

Two professional organisations have commented on the European Commission’s Omnibus proposal, which aims to simplify the rules governing chemical products. The first to respond, FEBEA expressed support, but advocated for a balance between legal certainty, consumer safety and industry competitiveness. The organisation emphasised the need to prioritise risk assessments based on actual exposure rather than the inherent hazards of substances. For its part, FEBEA backed several advancements, including fixed deadlines, transitional periods, clarification on complex natural substances, and exemptions based on scientific opinions.
The certification body Natrue joined a European coalition calling for a targeted simplification of the CLP (Classification, Labelling and Packaging) regulation and CPR (Cosmetic Products Regulation) for cosmetics. The aim is also to adopt an approach based on the actual risk posed by ingredients being used, rather than their mere hazard classification. This reform would help to prevent unjustified automatic bans, particularly for natural ingredients recognised as safe. Proposals include revising Article 15.2 of the CPR to incorporate exemptions based on scientific assessment, and realistic compliance deadlines, as well as recognising natural materials that are essential to Europe’s bioeconomy. The association stressed that these adjustments are crucial to support SMEs in the sector, encourage innovation, and ensure consumer safety.
