Omnibus VI: A simplification thwarted by the EU Council

In May 2025, the European Commission proposed measures to simplify administrative regulatory constraints while ensuring consumer safety. Omnibus VI, which was published in July 2025, was the concrete translation of this for chemicals. The initiative aimed to avoid banning classified ingredients when their safe use can be demonstrated. On 5 November, the EU Council only partially adopted the proposal, triggering strong reactions from the industry. By removing or watering down several planned measures – particularly those concerning CMRs and nanomaterials – the Council is accused of potentially hampering the growth and competitiveness of companies in the sector. These companies point to the complexity of the exemption procedures for classified raw materials, which could lead to the withdrawal of safe and widely used ingredients. The transition periods are considered too short: potential disruptions to the supply chain, waste and loss of investment are causing concern in the perfume and cosmetics industry. Professional federations and associations are therefore calling on legislators to balance their decision, based on realistic criteria and deadlines.
