Allergens: 31 July Deadline Approaches

From 31 July 2026, cosmetic manufacturers will no longer be allowed to place on the European market products that do not comply with the new allergen labelling requirements. Regulation (EU) 2023/1545 expands the list of fragrance allergens that must be declared on product labels from 24 to more than 80 substances, whenever the regulatory thresholds are exceeded (0.01% for rinse-off products and 0.001% for leave-on products).
The new requirements mean that companies must review their formulations, update ingredient lists and packaging artwork and, where necessary, revise their Product Information Files (PIFs). Products already placed on the market before 31 July 2026 may continue to be sold until 31 July 2028, in accordance with the transitional period set out in the Regulation.
To mark the implementation of the new rules, French cosmetics association Cosmed reminds manufacturers that "placing on the market" refers to the first making available of a product by the Responsible Person, rather than its manufacturing date. The association is also providing its members with practical guidance, training sessions and regulatory support to facilitate compliance.
